In terms of capacity, according to incomplete statistics, the domestic alkaline electrolyzer market maintained a capacity of 40GW.
In terms of delivery, Hubei Intel Electric Co., Ltd. has commenced the phased delivery of a hydrogen production power supply system with a total capacity of 800MW, comprising 38x4000Nm³/h units, customized for Europe's largest green hydrogen and green steel project. In recent weeks, Shanghai Hydrogen Era Technology Co., Ltd. has delivered four 1050Nm³/h units to the China Energy Construction Songyuan Hydrogen Energy Industrial Park Project. Zhongji Zhongdian (Yangzhou) Hydrogen Production Equipment Co., Ltd. has successfully delivered a complete set of 1000Nm³/h alkaline water electrolysis hydrogen production equipment, including a 1000Nm³/h electrolyzer, separation skid, purification skid, and water-alkali tank, among other supporting equipment. The delivery destination has not yet been obtained.
As of June 30, 2025, domestic enterprises (including overseas deliveries) delivered a total of 35MW of alkaline electrolyzers in the second quarter (all data are sourced from publicly available information).
In terms of electrolyzer orders, as of this week, there have been three electrolyzer-related projects:
1. Tender for the design of Junzheng Alashan League Coal-Fired Captive Power Plant Renewable Energy Substitution Project, Wind-Solar Hydrogen Production Integration Project, and Plant Power Substitution Project, including the construction of a Phase I demonstration project for wind-solar integration with a new energy scale of 200,000 kW and an 81 million Nm³/a electrolytic water hydrogen production unit.
2. Announcement of the winning bid for the Gansu Junrui Wuwei City Liangzhou District New Energy Large-Scale Green Hydrogen Production Project, which includes 56 sets of electrolytic water hydrogen production equipment.
3. Announcement of the winning bid candidates for the EPC of the Yining City Green Electricity Large-Scale Hydrogen Production Project, which includes the construction of a 500Nm³/h alkaline electrolyzer unit.
4. Tender for the EPC of the Zhizhen Energy Yili Prefecture Yining County 1,000MW PV Hydrogen Production and Synthetic Ammonia Integration Project (Large-Scale Hydrogen Production and Ammonia Section), which includes 64 sets of 1000Nm³/h electrolytic hydrogen production units.
5. Anhui Bengshui New Energy Technology Co., Ltd. won the bid for the Enhanced PEM Hydrogen Production Membrane Electrode of Jiangsu Hydrogen Core Power Technology Co., Ltd. with a bid price of 15.49 million yuan.
Policy Updates
- The European Commission has released the "Clean Industry Agreement State Aid Framework," which explicitly requires member states to prioritize support for "Renewable Fuels of Non-Biological Origin" (RFNBOs) and ensures that public resources are tilted towards low-carbon technologies through details such as funding allocation ratios and project timelines.
- The European Commission has approved a 4 billion euro special fund for electrolyzers, providing a 30% subsidy on equipment costs for projects with a capacity of ≥500MW/year, and has set an efficiency target of ≥60% (LHV basis) for electrolyzers in green hydrogen projects by 2030.
- China's National Energy Administration has released the "Energy Efficiency Limit Standard for Alkaline Electrolyzers," mandating that the energy consumption per unit of hydrogen production for new projects be ≤4.3kWh/Nm³, and offering a 0.15 yuan/kWh electricity price discount for off-grid hydrogen production projects.
Corporate Updates
- Cummins Enze (Guangdong) Hydrogen Energy Technology Co., Ltd. has completed its company name change and is now officially known as "Enze (Guangdong) Hydrogen Energy Co., Ltd." Before the change, it was equally owned by Cummins and Enze Haihe (Tianjin) Equity Investment Fund Partnership (Limited Partnership), with each holding a 50% stake. After the change, Cummins withdrew, and Enze Haihe now holds a 100% stake.
Beijing Mingyang Hydrogen Energy Technology Co., Ltd. (hereinafter referred to as "Mingyang Hydrogen Energy") and Brazil's Green World Energy Hydrogen (GWE) held a grand signing ceremony in Campo Grande, Mato Grosso Do Sul, Brazil, and officially signed a supply agreement. According to the agreement, Mingyang Hydrogen Energy will provide complete sets of hydrogen production equipment and technical support for multiple green development projects of GWE, including 1000 Nm³/h and 2000 Nm³/h ALK hydrogen production equipment, with a total scale of 80MW.
- Australian hydrogen energy company Energys has obtained planning approval for a green hydrogen production facility in Hastings, Victoria. It is reported that the company has collaborated with the Victoria planning system for 18 months to advance the project.
- Australian state-owned utility company Stanwell Corporation has withdrawn from the 2.9GW green hydrogen project in Queensland (CQ-H2) and issued a statement on the morning of June 29 canceling all hydrogen energy projects.
- PetroChina's Yumen Oilfield Renewable Energy Hydrogen Production Project has achieved new progress - two newly added 1000Nm³/h electrolyzers have successfully formed a "4-to-1" hydrogen production system with the two 1000Nm³/h electrolyzers already in operation in 2024, and Intel has provided them with a thousand-cubic-meter-level IGBT PWM hydrogen production power supply.

- The Shanghai Institute of Ceramics, Chinese Academy of Sciences (China) has disclosed patent CN2025110028, which involves the research and development of a ceramic-based anion exchange membrane with a laboratory-tested lifespan of 80,000 hours.
- Johnson Matthey (UK) has submitted patent WO2025109876, disclosing a Fe-Ni-Mo ternary non-precious metal catalyst formulation with activity close to that of platinum-based materials.

- GKN Powder Metallurgy has announced the development of a new generation of high-performance, high-porosity, and high-purity porous transport layers (HP-PTLs) for proton exchange membrane (PEM) electrolysis.
- The first 220kW high-safety solid-state hydrogen storage fuel cell emergency power generation system was officially unveiled and put into application demonstration at the Weiwang Youlian Wi-Fi Smart Terminal Industrial Park. This achievement marks a significant milestone in China's hydrogen energy emergency power supply sector.
A major breakthrough in the localization of core equipment.
- The first off-grid medium-voltage DC 20kV direct-connected hydrogen production power supply (also known as "Hydrogen Element 1") independently developed and manufactured by Tongda Electromagnetic Energy Co., Ltd. in China has been successfully applied.
- Nel Hydrogen (Norway) has launched a new generation of PEM electrolyzers, HySyner500, with an increased current density of 5A/cm² and a 22% reduction in material costs per unit of capacity.
